Factors that determine ranking include the number of reviews, star ranking and number of negative reviews.” According to the report, "'best' is measured using an algorithm that looks at the number of reviews and star rating for a business, as well as other factors like the number of negative reviews and recency of reviews."

The report only includes restaurants from upstate - which is considered north of Westchester and Rockland counties - in the rankings.

The area eateries making the list are:

Orange County

MIX N MAC - MAC & Cheese - (third overall) - 280 Route 211 E., Middletown.

The report cites one customer, who said: "I return here because of the ridiculous amount of choices that are well thought out and all taste good. Anything from Italian to chicken bacon ranch to Mexican Mac N Cheese. Try the Mac and cheese balls either dry or smothered they're both delicious. Gluten free and vegetarian available."

A Better Place Bar & Grill - (11th) - 200 Route 32, Central Valley.

The report cites one customer, who said: "Don't let the strip mall exterior fool you, a better place is a hidden gem! We can here after a day of hiking and We were not disappointed. Our bartender was friendly and offered us suggestions from the extensive draft list. I had the atomic burger which was tasty and not too spicy, and the Tyler style wings were crunchy with the tang of the bbq sauce and heat of the buffalo."

Betty's Country Kitchen - (16th) - 32 W. Main St., Washingtonville.

The report cites one customer, who said: "They have the best pancakes and French toast I've ever tasted. The people and the manager are so nice. I've told so many people about this place and everyone has come back and told me how good it is."

Halligan's Public House (26th) - 22 West St., Warwick.

The report cites one customer, who said: "Really fun atmosphere, super friendly waitstaff, and hands down the best food in the village. Not the best bar food. The best *food*. My faves are the burrata, buffalo wings (though do NOT ask for extra hot), Johnny Utah sandwich, and the pretzels."

Dutchess County

County Fare - (fifth overall) - 2652 E. Main St., Wappingers Falls.

The report cites one customer, who said: "I got the tempeh Reuben and fries. So freaking good. Great flavor, the portion was big enough to make 2 meals out of it, and the cocktails were stellar too. I will definitely be back."

The Matchbox Cafe - (eighth) - 6242 Route 9, Rhinebeck.

4.5 stars, 190 reviews

The report cites one customer, who said: "I had their bacon egg and cheese with avocado and I felt so warm and sooooo content eating that work of art. They get all of their ingredients locally and you can tell the owners take their time to ensure that each item between the bread is cooked to perfection. The eggs were scrambled with the cheese inside so it was creamy and had just the right amount of saltiness."

Lady K's Southern Comfort (10th) - 870 Violet Ave., Hyde Park.

The report cites one customer, who said: "This restaurant is the real deal. I have been numerous times since my first visit.. On my most recent visit they had Jerk Chicken Empanadas.. Best empanada I ever had in my life. I am not sure if they have them all the time, but I would HIGHLY recommend it. I love fried chicken, but the Herb Roasted Chicken here IS AMAZING."

Maura's Kitchen of Millbrook (17th) - 18 Alden Place, Millbrook.

The report cites one customer, who said: "My husband and I live in the village and love Maura's! We have been there for lunch, dinner, and breakfast and always leave happy with full bellies and usually a doggy bag for later. We have taken friends and family for dinner and they love it as much as we do. We like that there is something for everyone- my favorites are the Cheeseburger Chowder, Linguini with Clam sauce, chicken wings, and steamed clams. My mouth is watering just writing this review :)"
