Kevin E. Conklin, 58, was found on Monday, cold and stiff, by a passerby who called the police to report a possible death, said Rhinebeck Police Sgt. Peter Dunn.
When police arrived at the docks, they found Conklin intoxicated and passed out in the car with the keys in the ignition and the lights on, Dunn said.
"He was passed out and very cold so we called an ambulance who took him to the hospital for treatment for hypothermia," Dunn said.
On Tuesday, after he was released from the hospital, Conklin took a taxi to the police department where he was charged with DWI and given an appearance ticket.
Hours later, the Red Hook Police Department called Dunn to let him know they had re-arrested Conklin for DWI, Dunn said.
According to the Red Hook Police Department, Conklin was stopped at 12:55 p.m. Tuesday on Rockefeller Lane for traveling 50 mph in a school zone that was posted at 25 mph.
When officers approached the car, they could tell he was intoxicated, Red Hook police said.
He provided a breath sample which returned with a blood alcohol content of 0.19 percent, more than twice the legal limit, Red Hook police said.
He was charged with aggravated DWI, two counts of DWI, speeding in a school zone, and released on a ticket with a future court date.
"He basically left the hospital, takes a taxi to us (Rhinebeck Police Department), gets charged, takes another taxi to get his car, and then turns up driving drunk in Red Hook just hours later," Dunn said.
