Troopers were dispatched to the Pleasant Valley Motel, where there were reports of a harassment complaint involving a pair of neighbors and an animal on Friday, June 9.
According to police, the subsequent investigation determined that following a verbal dispute with his neighbors, Pleasant Valley resident Thomas Lyons punched the terrier several times in the chest before throwing the dog.
Police said that when Lyons was confronted by the dog’s owner, he was struck in the chest, face, stomach and shoulder, causing additional injury. Chip, the dog, suffered a broken rib.
Lyons was arrested on Thursday following the investigation and charged with felony counts of second-degree assault and aggravated cruelty to animals. He was remanded to the Dutchess County Jail in lieu of $50,000 cash bail or $100,00
