A 51-year-old woman is facing a charge of endangering the welfare of an incompetent person in Dutchess County after allegedly punching a handicapped woman at the residential facility she worked for.
New York State Police troopers from Rhinebeck arrested Saugerties - in Ulster County - resident Annettee Stramel, this week, for allegedly striking her 21-year-old victim.
